Vancouver, BC — February 23, 2026 — Leads & Copy — Critical Infrastructure Technologies Ltd. (CSE: CTTT) (OTC: CITLF) (FRA: X9V) has secured an Innovation Certificate for dual-use technology from the Latvian Ministry of Defence, paving the way for potential funding to establish manufacturing operations in Liepāja, Latvia.
CiTech intends to apply to ALTUM (www.altum.lv), Latvia’s state development finance institution, for up to €3.0 million in project financing under the ALTUM innovation support framework. If the project is completed successfully, the loan may qualify for a capital discount of up to 30%, which would improve the company’s capital efficiency as it establishes its European manufacturing base.
The funding is intended to support the commencement of operations in Liepāja, which includes securing suitable industrial premises, employing up to six staff, engaging suppliers throughout Latvia and the broader European Union, and building five Nexus 20 units for marketing and sale within Latvia and/or the EU.
CiTech is reportedly in discussions to lease a facility in the Liepaja Special Economic Zone (SEZ), where the corporate tax rate is 4%. The total project cost is estimated at approximately €4.0 million, with CiTech contributing approximately €1.0 million (25%) and the balance funded through the proposed ALTUM facility.
According to the company, the Innovation Certificate formally recognizes CiTech’s dual-use technology and strengthens its integration within the European defense and security ecosystem. The establishment of manufacturing capacity in Latvia will support CiTech’s growing European presence, complementing its partnerships across NATO’s Eastern Flank and its previously announced plans to position Latvia as its European Headquarters.
CiTech Chief Executive Officer Brenton Scott said the Innovation Certificate recognizes the dual-use capability of the company’s technology and provides a clear pathway to accelerate its European manufacturing strategy. He added that it is a great strategy to get their operations fast tracked into Latvia and entrench themselves even further within the EU.
